The Mattewara Jungles represent one of Punjab’s last remaining natural forest ecosystems and serve as a vital ecological shield for biodiversity, groundwater recharge, and the Sutlej River floodplains. Spread across villages near Ludhiana, this forest cluster plays an important role in environmental balance, climate resilience, and sustainable development.

A Historic Environmental Movement

In 2022, widespread public concern emerged against the proposed Textile Industrial Park planned within the Mattewara forest region. Environmentalists, farmers, villagers, students, and civil society organizations united to protect the fragile ecosystem. Following a major public gathering organized by the Public Action Committee (PAC), the Government of Punjab announced the cancellation of the project and proposed the development of the area into an International Standard Biodiversity Park.

PAC’s Ecological Development Vision

PAC proposed transforming the Mattewara forest cluster into a biodiversity conservation landscape by strengthening forest protection, restoring degraded areas, promoting eco-tourism, and encouraging environmental education and scientific research. The vision also includes interlinking forest patches along the Sutlej River and establishing a future-oriented environmental research and law institution in Punjab.

Community Participation & Environmental Initiatives

Despite delays in implementation, PAC and various environmental organizations have continued plantation drives, awareness campaigns, workshops, and conservation activities. Annual Vanmahotsav celebrations and public environmental programs have brought together universities, scientists, NGOs, local communities, and religious organizations to strengthen ecological awareness and participation.

Current Challenges

Several important issues still require urgent attention, including the transfer of GLADA land to the Forest Department, correction of land records, protection of forest corridors, and upgradation of the forest status. Addressing these concerns is essential for preserving the ecological integrity of the Mattewara region.

The Mattewara forest ecosystem has the potential to become a model for sustainable development, biodiversity conservation, ecological tourism, and community-driven environmental governance. PAC continues to appeal for coordinated action from both State and Central Governments to ensure the long-term protection and restoration of this environmentally significant landscape.
