About Blue Corner

“PAANIYA DE HAANI”

“If rivers die, civilizations fall.”

The Blue Corner is the dedicated water stewardship vertical of the PAC-Public Action Committee (Regd.). It focuses on safeguarding Punjab’s rivers, wetlands, groundwater systems, and traditional water structures through research, advocacy, community engagement, and policy intervention.

Water is not only a natural resource — it is the foundation of agriculture, biodiversity, climate resilience, and public health. Blue Corner works to ensure long-term water security by addressing pollution, depletion, mismanagement, and climate-related threats.

River Satluj – Protecting a Lifeline

“Protect water today, or fight for it tomorrow.”

River Satluj is one of Punjab’s most critical river systems, supporting irrigation networks, drinking water supplies, fisheries, and ecological habitats. However, increasing industrial discharge, untreated sewage, sand mining, and encroachment threaten its health.

Blue Corner Focus Areas:

  • Continuous monitoring of water quality parameters
  • Advocacy for strict enforcement of pollution control norms
  • Prevention of illegal effluent discharge
  • Riverbank protection and anti-encroachment measures
  • Collaboration with experts for river restoration models
  • Promoting ecological flow (E-flow) standards

Buddha Darya - From Drain to Living Stream

“A clean river is the truest measure of a just society.”

Buddha Darya, once a natural seasonal rivulet, has been heavily polluted by untreated industrial and domestic waste. The contamination has severe consequences for agriculture, soil quality, and public health.

Blue Corner Interventions:

  • Public advocacy for 100% sewage treatment compliance
  • Monitoring Common Effluent Treatment Plants (CETPs)
  • Legal and policy action where required
  • Scientific assessment of contamination levels
  • Long-term ecological revival plans

Water Bodies (Wetlands, Lakes, Link, Drains)

Natural and man-made water bodies serve as recharge zones, biodiversity habitats, and flood buffers. Many are shrinking due to urbanization, encroachment, and neglect.

Our Work Includes:

  • Wetland mapping and protection advocacy
  • Restoration of village ponds and traditional tanks
  • Desilting and maintenance campaigns
  • Protection of canal networks from contamination
  • Preventing land-use conversion of water bodies
  • Promoting biodiversity in aquatic ecosystems

Subsoil Water - Securing Invisible Lifelines

Punjab faces rapid groundwater depletion due to over-extraction and unsustainable irrigation practices. Aquifers are critical long-term water reserves, yet remain largely unmonitored.

Blue Corner Strategies:

  • Promoting scientific groundwater mapping
  • Advocating regulation of deep borewells
  • Encouraging crop diversification to reduce water stress
  • Identifying and protecting recharge zones
  • Community-level groundwater audits

Surface Water (Rivers, Canals, Reservoirs)

Surface water systems are vital for agriculture, drinking supply, and industrial use. Mismanagement and contamination directly impact food safety and human health.

Key Priorities:

  • Industrial discharge monitoring
  • Sewage treatment infrastructure oversight
  • Sustainable irrigation efficiency programs
  • Transparent reporting of water quality data
  • River health assessment indicators

Water Conservation

Conservation reduces pressure on rivers and groundwater systems. Blue Corner promotes behavioral change alongside structural solutions.

Initiatives Include:

  • Micro-irrigation awareness (drip & sprinkler systems)
  • Water-saving farming techniques
  • Check dams and recharge pits
  • Urban water efficiency campaigns
  • Community workshops on responsible water use

Water Harvesting (Rain & Flood Water)

Rainwater is often lost due to poor planning. Floodwater, if properly managed, can recharge groundwater instead of causing damage.

Blue Corner Advocates:

  • Rooftop rainwater harvesting systems
  • Floodplain storage planning
  • Community recharge structures
  • Urban stormwater management improvements
  • Incentive-based adoption models

Flood Management & Climate Resilience

Climate change has increased the frequency and intensity of floods. Improper urban planning worsens flood risks.

Our Focus Areas:

  • Scientific floodplain zoning
  • Early-warning advocacy
  • Sustainable urban drainage systems
  • Strengthening embankments responsibly
  • Nature-based flood mitigation solutions

Our Commitment

The Blue Corner is committed to protecting Punjab’s rivers, wetlands, and groundwater through science-based action, community participation, and strong policy accountability. We promote transparent water quality monitoring, responsible resource management, strict enforcement of environmental laws, and active citizen engagement to ensure sustainable water security. Our mission is to restore ecological balance, safeguard public health, and preserve vital water ecosystems for present and future generations.
