Respected Sir,

I have the honour to submit for your kind consideration the outcomes of an important international collaborative aimed at developing a Smart Sustainable Green (SSG) Mission for Ludhiana.

A unique partnership has been established among Lovely Professional University (LPU), Birmingham City University (BCU), Mujhal Birmingham City University Centre of Innovation and Entrepreneurship (MBCIE), Ludhiana, and the Public Action Committee (PAC), Ludhiana, with PAC serving as the Community Partner. This collaboration seeks to promote sustainable urban development through research, innovation, community participation, and institutional partnerships.

The initiative commenced with two symposiums held in Punjab at MBCIE, Ludhiana, and LPU, Jalandhar. This was followed by an International Symposium hosted by Birmingham City University, United Kingdom, from 21–25 June 2026, where extensive deliberations were held on sustainable urban development and the successful practices adopted by the City of Birmingham.

The Ludhiana Administration was ably represented by Shri Himanshu Jain, IAS, Deputy Commissioner, Ludhiana, whose active participation greatly strengthened the dialogue and collaborative efforts.

A significant achievement of the programme has been the active involvement of Early Career Researchers (ECRs) from both universities. Three researchers from each institution undertook collaborative research under the guidance of distinguished academicians and have prepared research papers and reports for publication, knowledge sharing, and future implementation.

Furthermore, Lovely Professional University is establishing a Smart Sustainable Green Centre of Excellence, which will serve as a platform for advanced research, awareness generation, exchange of knowledge, and formulation of practical implementation strategies for Ludhiana and Punjab.

I am enclosing a detailed Case Study prepared by the Public Action Committee (PAC) highlighting Birmingham’s successful sustainable development practices and suggesting their adaptation for Ludhiana. The study focuses on integrated community participation, environmental conservation, pollution control, water resource management, urban greenery, waste management, biodiversity conservation, and collaborative governance.

I respectfully request your kind consideration of the enclosed report and your guidance for initiating suitable policy measures and implementation mechanisms. I firmly believe that this collaborative initiative can become a model for transforming Ludhiana into a Smart Sustainable Green City and contribute significantly towards the sustainable development of Punjab.
