POLLUTION OF RIVER SATLUJ

Causes, Consequences & a Sustainable Roadmap for Water Security

EXECUTIVE SUMMARY

River Satluj is a vital lifeline for Punjab’s water, agriculture, ecology and public health. Increasing pollution from untreated sewage, industrial effluents, dairy waste, solid waste and polluted drains is compounded by low ecological flows, particularly during the lean season.

For Ludhiana, Buddha Darya and Bhattian Drain are critical pollution pathways carrying domestic and industrial wastewater towards the Satluj.

KEY CONCERNS

  • Industrial wastewater entering municipal sewer networks.
  • Inadequate STP/CETP treatment and monitoring.
  • Pollution entering Buddha Darya and ultimately River Satluj.
  • Scattered industries lacking adequate treatment infrastructure.
  • Pollution entering through drains and illegal connections.
  • Low river flows reducing the Satluj’s natural capacity to absorb pollution.
  • Threats to groundwater, agriculture, biodiversity and Harike Wetland.

THE REQUIRED SHIFT

From:
Generate → Collect → Treat → Discharge

To:
Segregate → Pre-treat → Treat → Polish → Recover → Reuse → Recycle

KEY RECOMMENDATIONS

1. Self-Sustaining Industrial Clusters
Relocate scattered industries into properly planned clusters equipped with ETPs, CETPs, STPs, advanced treatment and water-recovery systems.

2. Integrated Treatment Nodes
Create decentralised treatment hubs that separately manage industrial and domestic wastewater and return treated water to industries for reuse.

3. Zero Untreated Discharge
No untreated industrial wastewater should enter Buddha Darya, Satluj, stormwater drains, municipal sewers or the subsoil.

4. Recycled-Water Economy
Promote treated wastewater as a resource for industrial processes, cooling, construction, horticulture and other approved non-potable uses.

5. Drain-Wise Pollution Control
Map every major drain and outfall, identify pollution sources, monitor flows and establish measurable pollution-reduction targets.

6. Ecological Flow & River Restoration
Maintain scientifically determined environmental flows and protect floodplains, wetlands, riverine forests and groundwater-recharge areas.

7. Protect Harike Wetland
Reduce upstream pollution, monitor nutrients and heavy metals, and strengthen catchment-wide ecological management.

8. Public Transparency
Create a public Satluj River Health Dashboard covering water quality, river flow, STP/CETP performance, pollution loads and water reuse.

PHASED ACTION

0–3 Months:
Map pollution sources • Inspect STPs/CETPs • Identify illegal connections • Independent sampling • Establish baseline pollution loads.

3–12 Months:
Separate industrial/domestic wastewater • Begin cluster relocation • Upgrade treatment plants • Start recycled-water networks • Develop Integrated Treatment pilots • Expand CBG infrastructure around Tajpur Dairy Complex.

1–3 Years:
Develop green industrial clusters • Advanced treatment • Water recovery • Drain interception • Progressively eliminate routine industrial discharge into Buddha Darya.

3–10 Years:
Restore river ecology • Improve ecological flows • Revive wetlands and floodplains • Strengthen groundwater recharge • Transform Buddha Darya into a living urban watercourse.

DECENTRALIZE → SEGREGATE → PRE-TREAT → TREAT → POLISH → RECOVER → REUSE → RECYCLE

CONCLUSION

Punjab must move from pollution management to water security.

The goal is not simply to treat pollution after it is created, but to prevent pollution from reaching the river in the first place.

A cleaner Satluj requires coordinated action by Government, Industry, Regulators, Scientists, Farmers, Communities and Civil Society.
